According to the Statistical Service of Cyprus, the number of building permits issued increased by 19.5% between January and December 2025. A total of 8,159 permits were issued, compared to 6,827 in 2024.
In December 2025, 819 permits were issued, with a total value of €415.4 million and an area of 328,800 square meters. These projects provide for the creation of 1,770 new residential units, including one, two-, and three-bedroom properties.
Results for 2025 compared to 2024:
- Quantity permits : +19.5%
- General cost : +37.8%
- General area : +41.0%
- Quantity residential objects : +42.7%
The growth in these figures coincided with a reform of the licensing system. Effective July 1, 2024, these responsibilities were transferred to new Local Government Organizations in each district, and the application process is now managed through the integrated digital system “Ippodamos”. This has significantly increased the rate at which new residential properties are brought to market.
