New building permit system for medium risk developments (category B) in Cyprus

A new fast-track procedure for applications for building permits for medium-risk (category B) developments has been launched in Cyprus. This is part of a wider reform of the building licensing sector aimed at reducing permitting timeframes and simplifying procedures.

Features of the new system

Since March 2024, applications for building permits for category B developments have been processed within 80 working days. This process is carried out via the electronic system “ Ippodamos ”, which eliminates paperwork delays and ensures transparency of the procedure.

Category B includes buildings of medium complexity:

  1. Complexes of three or four residential units.
  2. Residential complexes of up to 12 houses built in one row.
  3. Four-storey apartment buildings with 20 apartments and a basement.

Since the beginning of March, 34 applications for medium-risk building permits have been submitted , of which 16 are multi-family buildings, 15 are developments of three to four residential units, and the remaining three residential complexes are up to 12 apartments in a single row .

Effectiveness of the reform

Previously, in October 2024, a similar system was introduced for low-risk developments (category A), such as detached houses and duplexes. During this time, 491 out of 645 planning permission applications were processed . Accordingly, 92 planning permission applications were submitted for the same category of developments, 53 of which were granted. In the remaining cases, the 20 working day period did not expire.

The new system speeds up the permitting process, reducing the workload of licensing authorities. This allows them to focus on complex and large-scale projects.

The reform also includes increased quality control over construction. Inspections are now carried out directly at the sites at three stages of construction, which helps to eliminate violations and ensure compliance with design standards. Acceleration of the permitting process allows for prompt satisfaction of residential real estate needs, which helps to resolve the housing issue. The new system also allows for faster commissioning of properties, which makes the real estate market more accessible to citizens.
