New plan to modernize Larnaca port and marina without attracting external investment

Marina development projects are being transferred to direct state control. In collaboration with the Cyprus Ports Authority, which has the necessary financial resources, the government intends to complete the work as quickly as possible, minimizing risks and focusing on real market needs.

New implementation model

Following the termination of the contract with Kition, it became necessary to rethink the management approach for these critical infrastructure facilities. The strategy presented by experts from the Greek foundation Ypertaameio and Dutch consultants includes:

  • Elimination of dependence on external capital: Development will be carried out using state funds to ensure full control over the progress of work.
  • Risk minimization: The experience of the last 20 years has shown the need for government participation to prevent risks.
  • Legitimacy: Any selection of a contractor will be carried out exclusively through transparent competitive procedures.

Planned changes

Based on expert recommendations, optimal development scenarios have been selected for the port and marina:

  • Port: Primary efforts will be focused on dredging the northern section and modernizing technical equipment. This will allow for larger vessels to be accommodated and will meet the port’s needs until 2055.
  • Yacht Marina: Development of the northern part of the water area is planned, with the installation of floating berths. This will increase the capacity to 300 vessels, covering demand for the next seven years.

The issue of coastal development

Larnaca Mayor Andreas Viras expressed concern that current proposals focus predominantly on engineering aspects, while city residents are expecting the development of coastal lands ( landside) In his opinion, simply having a marina functioning for ships is not enough— the area must generate economic benefits, create jobs, and be accessible to residents.

The government has expressed its readiness for an open dialogue with the public and city representatives. A citywide meeting is planned for the near future, where all proposals will be presented and strict schedules for the work will be established.
