Larnaca Construction Applications to Increase by 53% in 2025: Reasons, Statistics, and Trends

The construction industry in Larnaca is experiencing a significant upswing. According to official data, 1,295 construction applications were submitted in the first seven months of 2025 , a 53% increase compared to the same period last year (844 applications in 2024).

By comparison, 749 applications were received in 2022. Thus, over the past three years, the Larnaca region has demonstrated a steady and accelerating growth in interest in new residential and commercial real estate projects .

Analysts attribute the increase in the number of applications to several key factors:

  • The introduction of the digital platform “Hippodamoswhich allows for the electronic submission of construction documents 24/7, has significantly accelerated and simplified the application process for both citizens and developers.
  • The updating of government housing policy and the provision of incentives have increased interest in the design and development of sites.
  • The approval of the “Urban Development Amnesty Plan”, aimed at legalizing previously unauthorized construction projects, also contributed to an increase in the number of applications.
  • The conclusion of Order 1/2020 on the use of renewable energy sources and its replacement by the new Order 4/2025 , which provides for more flexible design conditions, also had an impact on the increase in activity.

Representatives of the Larnaca Local Authority (EOA) note that their staff are working intensively to process the growing number of applications as quickly as possible. The emphasis is not only on processing speed, but also on:

  • improving the quality of services provided;
  • supporting environmental development;
  • еnsuring a balance of interests between citizens and investors.

Given the rapidly growing residential property market in Larnaca , these measures are becoming particularly relevant.
