The Cyprus construction sector demonstrated robust growth between January and September 2025. According to official statistics, the number of building permits issued increased by 2.7% year-on-year, demonstrating continued interest in expanding the building stock across the country.
During the reporting period, a total of 5,635 permits were issued, exceeding the 5,485 permits issued in the same period in 2024. The total value of permits increased by 18.2% , reaching €2.76 billion ; their total area increased by 21.9% , reaching 2.26 million square meters.
In the residential real estate sector, the number of permits increased by 14.6% , total area by 26.2% , and prices by 22.3%.
The total number of planned residential properties increased by 22.9% , reaching 10,820 units:
- Multi-family housing: permits increased by 4% . This confirms the strong demand for one-, two- , and three-bedroom residential properties in urban areas .
- Private homes: 28.6% increase in permits .
- Mixed-use multifamily buildings: A significant 60.3% drop in building permits indicates a shift in preference towards pure residential developments.
Unlike the residential sector, non-residential buildings showed negative trends in the number of permits (a 36.5% drop ), although the overall cost of such projects still increased by 16.2% . A significant decline was also recorded in road construction: the number of permits fell by more than half ( -50.9% ), and their cost fell by 57.9% .
An important factor influencing the transparency and speed of processes was the administrative reform. Effective July 1, 2024, the authority to issue permits was transferred to the new Regional Self-Government Organizations ( ROAS). All procedures are now processed through a unified information system , ” Ippodamos “, which is intended to gradually reduce bureaucratic costs in each district .
In September 2025 alone, 793 permits were issued, providing for the construction of 1,545 residential units , confirming that the high rate of construction will continue towards the end of the year.
