Housing subsidies in Cyprus: who will be able to receive assistance in 2025

Cyprus will continue to implement a number of housing programs in 2025, which are expected to receive funding in the amount of tens of millions of euros. According to the explanatory note to the state budget, which was submitted to parliament, the total amount of funds for these programs will be about 67 million euros. Responsibility for their implementation has been assigned to the Ministry of Interior.

The 2025 budget includes €19 million for programmes aimed at the revitalization of mountainous, remote and border areas, as well as selected rural areas and the historic city of Nicosia. These programmes provide financial assistance for the purchase of permanent housing in these areas. In addition, funding will be allocated to a programme for the renovation of existing houses in the village of Strovilia.

Support for young families and assistance to migrants

The budget provides 16 million euros for the implementation of programs to help migrants. An additional 6.5 million euros have been allocated to subsidize housing for young couples and citizens under 41, which is part of a comprehensive effort to combat inflation and support victims. This measure is also aimed at accelerating the transition to environmentally friendly housing.

“Renovate-Rent” program

The Renovate-Rent programme has received separate funding of €8 million and will be implemented under the management of the Cyprus Land Management Organisation (CLOAG). The aim of this programme is to encourage property owners to renovate old buildings in order to rent them out at affordable prices, which will also help to increase the availability of rental properties on the market.

“ktiZO” program and measures for the resettlement of residents

The ktiZO program aims to support tenants whose apartments are located in emergency buildings that are subject to demolition. In 2025, 1.43 million euros will be allocated for it. These funds will cover the costs of temporarily relocating residents, as well as providing financial assistance for transporting their property. The program includes grants for the repair and modernization of buildings in state-owned housing complexes, the installation of elevators and the improvement of infrastructure.

Support for the construction of student dormitories

€8 million has been allocated for the construction of student residences in the historic centre of Nicosia. The project is part of the Cyprus Regeneration and Sustainability Plan and provides funding for the renovation of buildings into residences that will be rented to students at a reduced rental price. The aim of the programme is to improve the availability of housing for students and to promote the restoration of old buildings, combining this process with their eco-modernisation.

 

All programs are aimed at improving housing conditions, supporting young people and migrants, and developing remote and border areas. The measures contribute not only to solving housing problems, but also to achieving environmental goals, since many of the projects involve the renovation and energy modernization of buildings, which helps reduce the impact on the environment.
