Development of Oroklini, Livadia and Pyla: plans for expansion of residential real estate zones in 2026

The coastal municipal districts of Oroklini, Livadia, and Pyla are experiencing a period of intense growth. Larnaca EOA Chairman Angelos Hadjicharalambous reported that the volume of building permits issued this year has doubled compared to the previous period. This surge in activity extends beyond the tourism sector to the private residential real estate segment .

Growing demand and expansion of residential areas

According to the Unified State Register of Authorities, the primary influx of applications is focused on the construction of hotels, office complexes, and multi-apartment buildings. In response to the high demand for these projects, the agency has strengthened its specialized departments to process documents quickly. A key development milestone in 2026 will be the consideration of expanding construction zones.

The need to increase the area of land for development is driven by the desire to stabilize prices. The limited supply of land is driving up property prices, so expanding residential zones will bring new land onto the market, making residential property more affordable for consumers.

Integrated infrastructure and social facilities

The district’s development isn’t limited to residential development alone. The administration’s plans for 2026 and beyond include the creation of a fully-fledged urban ecosystem that will include:

  • new schools and higher education institutions;
  • medical centers and small specialized hospitals;
  • rehabilitation centers.

There is also a steady trend towards renovating existing properties: the EOA receives numerous applications for the conversion of old buildings and the modernization of existing hotels into modern tourist units and high-quality residential properties .

Transport and utility networks

The completion of the third stage of the Larnaca-Dhekelia coastal road will be a significant milestone in improving transport logistics. Despite minor delays, the project is scheduled for completion this year, easing congestion and enhancing the attractiveness of local residential properties .

In parallel, work is underway on utility networks:

  1. Water supply: A €3 million tender is being prepared in Oroklini to replace the outdated water supply network.
  2. Sewage: In the districts of Aradippou, Livadia, and Pyla, system assessments are being completed. Active construction of sewer networks is planned for the next two years.

The official inclusion of Oroklini, Livadia and Pyla in the Larnaca Local Development Plan is seen as a natural process that will ensure the harmonious growth of the entire area and create favourable conditions for long-term investment in residential real estate .
